Private Finance Initiative hospital contracts are awarded and managed by 1 local Trusts. Contracts use private funding to build and maintain hospital buildings. Contractors often provide support services, typically including cleaning, catering and portering, often referred to as hotel services. Department of Health supports 76 such operational PFI contracts in England, costing £890 million a year. Thirty-three per cent of Trusts are dissatisfied with at least one of the services they receive under their PFI contract. Sixty-seven per cent report satisfaction with their contracts, and the majority report consistent or improved performance over time.

National Audit Office the Performance and Management of Hospital PFI contracts Detailed Methodology

A PFI hospital is defined as all, or part of a hospital, which has been designed, built and managed within the framework of a PFI contract. The Department of Health approved all contracts with a value in excess of £35 million or that are considered particularly risky. Census of Trusts was conducted between April and June 2009 and we received responses from 59 ProjectCos (a response rate of 79 per cent) Census of ProjectCos was developed in conjunction with the Department and was piloted 8 by five Trusts. Case studies were carried out to triangulate evidence provided by the Trust survey. We conducted semi-structured interviews with each Trust’s senior management.

Vodafone supply chain transformation programme. Target was to reduce the company’s external network infrastructure procurement spend through economies of scale. Previously, the 17 operating companies each operated a separate procurement function. Key element of the programme was to pull together the operating companies into a single global procurement ‘community’ The central procurement company acts as the centre for strategic procurement across all categories (network, IT, services and handsets). A review of collaborative procurement across the public sector – Supplier survey – key results

National Audit Office used contact details for 92 major suppliers to government provided by the Confederation of British Industry, Intellect and the Office of Government Commerce to email a survey to each supplier. They then received replies in Summer 2009 from 33 suppliers, a response rate of 36 per cent. Figure 1 provides a breakdown of respondents by category of good or service. The survey consisted of 17 questions and the following tables provide a summary of the key results. The questions covered two areas: The extent of duplication of tendering activity across the public sector.

IPSOS MORI conducted an on-line survey of commercial directors/heads of procurement across a range of central government organisations, health trusts and local authorities. Figure 1 provides detail on the number of organisations surveyed and the response rates. The survey consisted of 42 questions and was divided into six sections. The following tables provide a summary of the key results. The survey was conducted in Summer 2009 and the results were published in September 2009. The results are based on the responses of commercial heads of procurement directors/head of procurement.

National Audit Office and the Audit Commission jointly produced this review. It describes the landscape of collaborative procurement across the public sector. Collaborative procurement has long been seen as a way to save money. Collaboration should result in fewer tendering exercises, leading to lower administrative costs, and allow public bodies to concentrate on more specialised purchases that are unique to them. Over half of the bodies surveyed used it in only four of the eight standard commodity categories (energy, vehicle fleet, travel, office solutions, information and communications technology and office solutions)

National Audit Office a Review of Collaborative Procurement Across the Public Sector Official Journal of the European Union (OJEU) Contract Notice Analysis

The number of Official Journal of the European Union contract notices posted in the UK has been rising over the last four years. We reviewed, in conjunction with the Office of Government Commerce (OGC), a sample of 300 OJEU notices issued by public sector bodies. Applying this 20 per cent figure to the 12,662 notices issued in the United Kingdom in 2008, we estimate that more than 2,500 public sector tendering exercises could have been avoided. The total of 61 notices which could possibly have been covered by an existing compliant framework agreement equates to 20% of our sample.
