A PFI hospital is defined as all, or part of a hospital, which has been designed, built and managed within the framework of a PFI contract. The Department of Health approved all contracts with a value in excess of £35 million or that are considered particularly risky. Census of Trusts was conducted between April and June 2009 and we received responses from 59 ProjectCos (a response rate of 79 per cent) Census of ProjectCos was developed in conjunction with the Department and was piloted 8 by five Trusts. Case studies were carried out to triangulate evidence provided by the Trust survey. We conducted semi-structured interviews with each Trust’s senior management.
