Government estimated 120,000 families in England facing multiple challenges such as unemployment and poor housing. Estimated annual cost to the taxpayer of providing services to support these families was approximately £9 billion a year. £8 billion was spent reacting to issues and £1 billion trying to tackle them. In 2012, Departments for Communities and Local Government and Work & Pensions introduced programmes to help these families. Both programmes look to support families rather than individuals and address multiple challenges by joining up the activities of local service providers. Report examines the rationale for and introduction of the programmes, their design, and early performance.
