Civil Service Learning contract with Capita allows departments to purchase external training for staff. Cabinet Office says it has recorded £89 million of savings since 2012, of which 87% is from savings in the delivery of core curriculum courses. Many complaints were that basic information would be publicised if training providers had contracted with the government rather than a managed services provider. We have found issues with the precise measurement of these savings, but knew that measuring them would be difficult. As a result, Cabinet Office is in a reasonable position to claim that overall strategy of centralising training is delivering savings, particularly in the core curriculum.
