This report examines the Home Office’s border systems improvement programmes. It assesses whether they have delivered value for money. 87% of those crossing the border in 2014-15 were either British citizens or from other EU states. The National Audit Office reserves its right to pursue copyright infringement proceedings against individuals or companies who reproduce material for commercial gain without our permission. This report covers the way the Department collects and uses passenger data in detail. It draws out lessons for improving the way it collected and uses data. It does not evaluate the time periods between 2003 and 2010; the successor programmes between the period and the period based on recent changes in approach.
