Crown Commercial Service (CCS) is a government agency and trading fund. It delivers advice on complex procurement, commercial capability development and buying services. CCS is directly responsible for buying around £2.5 billion of goods and services for central government departments. Previous attempts at central buying and other programmes to establish centralised or shared services have run into difficulties. This report examines CCS’s launch, the difficulties it encountered and the progress it has made. It also considers the value that CCS has provided since it was established in 2014.
