Role Advert / Introduction: 

 Value Match are supporting a private sector procurement consultancy who are looking for a Category Specialist  to join their growing team. This is a permanent hybrid role with up a salary of up to £65,000 on offer. The role will be a mixture of remote and office based (Northampton), but the need for being in Northampton is minimal.  

Candidates must have experience of setting up complex public sector frameworks, single and two-stage design & build tenders, and have a good working understanding of construction contract forms (JCT & NEC). 

Experience required: 

  • In-depth knowledge of procurement, construction, M&E, FM and commercial profiling  

  • Ideally experience working within a local authority, housing association, or university procurement function 

  • Prior involvement in development of internal frameworks.  

  • Good working knowledge of JCT and NEC contract forms.  

  • Excellent relationship building and client/stakeholder management skills.   

  • MCIPS 

  • Project and Programme Management Professional Qualifications (e.g. Agile, Prince2 or equivalent) 

  Key Tasks & Deliverables: 

The role of the Procurement Consultant is to lead delivery of tactical procurement projects, ensuring procurement operations run smoothly and client expectations are met. Also, where appropriate, supporting on the development and implementation of procurement strategy.

You will need to have experience gained within a public sector procurement environment and ideally hold CIPS qualification.

Key Responsibilities:

  • Build strong working relationships with a variety of internal and external stakeholders.
  • Oversee a portfolio of public sector procurement projects governed by the relevant processes, and add procurement inputs aligned to customer requirements, including but not limited to:
  • o Market engagement

    o Routes to market

    o Specification review and refinement

    o Preparation of ITT documentation

    o Development of evaluation questions

    o Scoring and moderation process

    o SoW/Contract review

  • Provide general advice around procurement and contracting.
  • Quality assure tender processes (compliance, scoping, briefing, tendering, selection, evaluation, contract negotiation and award).
  • Develop or refine procurement and workflow documentation where required.
  • Work with the commercial team to help develop solutions for new and existing customers.
  • Spot opportunities to provide proactive advisory to clients on ways that they could improve their procurement processes and functions and better meet the needs of organisational stakeholders.

  Experience Required: 

Essential Skills & Experience:

  • Category experience in estates, construction, or hard and soft facilities management.
  • Experience working in a public sector procurement role with evidence of leading multiple above threshold PCR2015 tender procedures and framework call offs.
  • Understanding of the various routes to market available to UK public sector, and the factors in deciding the most appropriate option.
  • Experience of gathering requirements from stakeholders and helping develop specifications.
  • Experience of supplier sourcing and market engagement activities.
  • Ability to compile ITT document sets.
  • Has been part of evaluation panel and participated in scoring and/or moderation process for responses.
  • Can review contracts and statements of work and understand when to involve commercial and/or legal.
  • Ability to manage a number of procurements simultaneously and maintain project delivery timescales.
  • Advanced IT literacy skills (especially MS Office Suite) and an experienced user of eSourcing platforms.
  • Experience of working with stakeholders to incorporate themes such as social value and sustainability into procurements.

Desirable Skills & Experience:

  • Category experience in Information Technology.
  • Holder of CIPS accreditation.
  • Project management qualifications (Prince2, PMP, or equivalent).
  • Previous involvement in developing or managing internal frameworks.
  • Contract management experience.
  • Construction contracts experience (JCT, NEC).
  • Previous experience working for a procurement professional services firm.
