The UK government’s efforts to combat modern slavery and human trafficking, as outlined in the 2015 Modern Slavery Act, has not been enough to prevent modern slavery from continuing.  While more potential victims are being identified and referred for support, there are still many more who remain unidentified.

The government must take swift and bold action to shift the balance of risk and reward so that criminals can no longer profit from human misery. To do this, the government should focus on stamping out emerging forms of modern slavery, such as “cuckooing” (where offenders take over someone’s home for criminal purposes), and prioritise the protection of vulnerable people and communities from organised crime gangs.

The government also has an opportunity to lead the way in tackling modern slavery globally as it forges new trade and political relationships.
