The think tank, Reform, which is dedicated to public service reform, advocates for a state that delivers only essential services within a sustainable financial framework. The paper is part of the “Reimagining Whitehall” series, which proposes changes in the behaviors, processes, and structures of central government. The main objective is to instill efficiency and continuous improvement in the daily functions of the government. The paper offers several recommendations, including the establishment of Outcome Delivery Plans (ODPs) on a statutory basis, annual scrutiny of ODPs by departmental select committees, and the creation of a performance framework to incentivise public sector managers.
