Public procurement accounts for an astonishing two trillion euros and involves more than 250,000 public authorities per year. Public procurement is the process by which public authorities procure work, goods, or services from companies. The EU strives for greater competition to widen procurement markets and enhance competition. On the other hand, the boosting of competition encounters resistance among the member states. This article investigates how these colliding tendencies played out during the initial stages of the Covid-19 crisis and how changes in procurement affected legitimate governance in the EU.
